(There shouldn't be any oil in the boots at all if the rack is not leaking) If oil is leaking past the seals into the boots, the seals in the rack need to be replaced. If you can confirm that the oil is leaking from one of the rubber boots on the steering rack, and notice a drop in the level of powersteering fluid in the reservoir, you definately have a leaking powersteering rack.
